This position is located in the Production Resource Planning Division of the Production Resources Department of the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, Hawaii.
You will be a staff member of the Code 900 Senior Resource Manager serving as a staff advisor and analyst to the Project Superintendent and other project managers in support of submarine and surface ship projects.
Salary will be increased by the applicable cost-of-living allowance (COLA), which is subject to change without notice.

DUTIES:
Some of your major duties include:
- Conducting studies on areas such as organizational structure, workload and manpower projections, and cost overruns for the processes and functions of a project;
- Performing audits of work requirements and sequence of operations;
- Making recommendations for work process improvements;
- Providing the optimum mix of manpower, labor, material, equipment, facilities, and tooling needed to complete the project on schedule and within budget;
- Using automated systems to create reports, charts, graphs, spreadsheets and other documents.

To qualify at the GS-11 level, you must meet one of the following:
A. Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing program analysis in the management or administration of industrial ship maintenance and repair projects. Work performed at this level may include duties such as: conducting management surveys of clerical, blue-collar, and administrative support activities to determine compliance with applicable regulations and procedures and sound management practices; applying accepted analytical techniques such as task analysis, work simplification, work-flow charts, workload measuremen! t, and trend analysis to the resolution of procedural problems affectin! g the efficiency, effectiveness, or productivity of the organization and/or workers studied; preparing narrative reports containing a statement of the issue or problem, background, observations, options for change, and recommendations for action.
B. Have successfully completed a Ph.D. or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR an LL.M. degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
C. Have a combination of specialized experience and graduate education as described above that equates to one year of experience.
To qualify at the GS-12 level, your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector performing program analysis in the management or admini! stration of ship maintenance and repair projects. Examples of work performed at this level may include: conducting studies, analyzing findings and making recommendations to improve the effectiveness and efficiency of program operations; applying qualitative and quantitative analytical techniques to the measurement and improvement of program effectiveness and/or organizational productivity; preparing project papers and staff reports and applying skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; interpreting policies to develop resource planning for compliance with execution requirements; or developing new methods to improve the efficiency and effectiveness of a program.
