This position is located at the Naval Legal Service Office Pacific, Detachment Pearl Harbor. The legal assistance program promotes increased readiness of active duty and reserve members of the Naval service and enhances morale and the quality of life for military personnel, family members and other eligible clients, through provision of in-office attorney advice, aid and referral services and vigorous preventative law activities. The incumbent will have primary responsibility for providing personal legal assistance and representation to eligible personnel, conducting the legal assistance and preventative law activities in the local area, and supervising the expanded legal assistance program within the NLSOÂ's area of responsibility. He or she will have secondary responsibility for training, mentoring and supervising legal assistance attorneys and support staff regarding local, state and federal laws including but not limited to rules of professional responsibility that govern or are applicable to the provision of Legal Assistance services in the department.

KEY REQUIREMENTS

DUTIES:
The primary purpose of this position is to provide authoritative information and substantive advice to eligible personnel and continuously develop and conduct the legal assistance and preventative law activities in the local area.

Works with State Bar to obtain or convey information and to persuade or negotiate with decision-makers; to acquire a network of resources and to develop and maintain liaisons to promote and enhance the provision of legal assistance service and awareness of statutory protections of active duty and their dependents.

Incumbent will provide consultations, advice, assistance and representation to active duty members of the U.S. Armed Forces and their dependents; retired members of the U.S. Armed Forces and their dependents; and others entitled by statute or regulation.

The extent and nature of the assistance provided will encompass all authorized areas of legal advice and assistance and will include cases of a highly complex or sensitive nature.

Legal assistance will cover the entire spectrum of legal assistance issues: Wills and Estates including drafting complex testamentary trusts, Landlord-Tenant, Servicemembers Civil Relief Act (SCRA) and Uniformed Service Employment and Reemployment Rights Act (USERRA), Real Property, Civil Suits, Taxes, Nonsupport and Indebtedness, Consumer Affairs, Adoptions and Name Changes, Domestic Relations, Civilian Criminal Matters and Immigration and Naturalization.

QUALIFICATIONS REQUIRED:
Must have a J.D. Degree from an American Bar Association (ABA) accredited law school and be a member in good standing of the bar of the highest court of a State within the United States or the District of Columbia.

SPECIAL REQUIREMENTS:
Upon Selection the following documents will be requested:
An official transcript of the applicant's law school record together with an official statement of his/her relative standing in his/her class. However, if the individual has been a member of the Bar for 5 years or more, the transcript requirement may be waived.

An official certificate showing that the applicant is a member of the Bar.

An official statement that his/her fitness to practice law or his/her conduct as an attorney have never been challenged. If either his/her fitness or conduct has been challenged, an official statement concerning the facts and circumstances together with any explanation that the applicant himself may wish to submit.

Position may require occasional travel.

Selectees may be required to successfully complete a probationary period, must have or be able to obtain a Secret security clearance, and meet all certification requirements (depending on the position to be filled) prior to appointment.

A tentative offer of employment will be rescinded if the selectee fails to report to any of the scheduled appointments and/or fails any applicable medical/agility/drug test, lacks the certification requirements, or is unable to obtain a security clearance.

Candidates are encouraged to ensure work experiences clearly show possession of knowledge of the subject matter pertinent to the position, the technical skills to successfully perform the duties of the position, and the ability to communicate both orally and in writing.
