This Deputy Staff Judge Advocate position is located in the Office of the Staff Judge Advocate (J06), within the Headquarters, United States Pacific Command (USPACOM), Camp H.M. Smith, Hawaii. The Office is responsible for providing legal advice, counsel, and guidance regarding military justice, administrative law, traditional military operations, intelligence activities and oversight, cyber operations, special operations activities, international law, rule of law development, and ethics. KEY REQUIREMENTS

You must obtain and maintain a Top Secret/SCI security clearance.
Relocation expenses are NOT authorized.
! This position is a Drug Testing Designated Position (TDP). Must be registered for Selective Service, see Legal & Regulatory Guidance.
Suitable for Federal employment as determined by background investigation. DUTIES:

Working under the general supervision of the Staff Judge Advocate (SJA) and the Principal Deputy Staff Judge Advocate (DSJA), the incumbent independently renders legal advice, technical guidance and administrative directions within the area of responsibility in planning, organizing and in conducting the necessary analyses and review of legal problems.

Provides legal support primarily in the area of civilian personnel law including grievances, Equal Employment Opportunity (EEO) complaints, civilian employee discipline, and all other follow on actions, as well as other areas under the cognizance of the Staff Judge Advocate, U.S. Pacific Command.

The incumbent, as needed, will serve as the Deputy Ethics Counselor. Such duties include reviewing and providing definitive legal advice on all re! quests for flag/general officer Military Air (MILAIR) travel; providing legal review for senior officials on sensitive issues; providing written advice on post-government employment; reviewing Public Financial Disclosure Reports (OGE-278) and Confidential Financial Disclosure Reports (OGE-450).

The incumbent will also serve, as needed, as a Deputy Fiscal Counsel. Duties include reviewing all fiscal requests and providing definitive legal advice in writing; and reviewing all fiscal requests to ensure the Anti-Deficiency Act has not been violated. QUALIFICATIONS REQUIRED:

The successful candidate must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar (any U.S. jurisdiction), and be admitted to practice before a state or federal court.

The position will be filled under the General Schedule (GS) at the GS-14 level. A successful candidate must have at least two years of professi! onal legal experience in one or more relevant areas of practice.
SPECIAL REQUIREMENTS:
If the successful applicant is not currently a member of the Department of the Navy Office of the General Counsel, processing of the hiring action can only commence after submission of those items identified in the "Instructions for New OGC Attorneys" (see Careers section of www.ogc.navy.mil ).

Upon Selection the following documents will be requested:
An official transcript of the applicant's law school record together with an official statement of his/her relative standing in his/her class. However, if the individual has been a member of the Bar for 5 years or more, the transcript requirement may be waived.

An official certificate showing that the applicant is a member of the Bar.

An official statement that his/her fitness to practice law or his/her conduct as an attorney have never been challenged. If either his/her fitness or conduct has been challenged, an official statement concerning the facts a! nd circumstances together with any explanation that the applicant himself may wish to submit.

Occasional travel both in and out of the United States is anticipated approximately 3-5 days duration about 3-5 times per year. Official passport and valid United States driver's license are required.

In accordance with Executive Order 12564, applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is a drug-testing designated position (TDP) subject to random testing for illegal drug use.

A final Top Secret with Special Compartmented Information security clearance based on satisfactory completion of a Special Background Information is required. HOW YOU WILL BE EVALUATED:
